Policy Statement

In accordance with Metra’s responsibilities under Title VI of the Civil Rights Act of 1964, and pursuant to 49 CFR 21.9 (d), Metra is committed to ensuring that no one is denied participation in, or denied the benefits of, or is otherwise discriminated against in the provision of public transportation by commuter rail because of race, color, or national origin.

It is Metra’s objective to:

  • Ensure that the level and quality of transportation service is provided without regard to race, color, or national origin;
  • Identify and address, as appropriate, disproportionately high and adverse human health and environmental effects, including social and economic effects of programs and activities on minority populations and low-income populations;
  • Promote the full and fair participation of all affected populations in transportation decision-making;
  • Prevent the denial, reduction, or delay in benefits related to programs and activities that benefit minority populations or low-income populations; and
  • Ensure meaningful access to programs and activities by persons with limited English proficiency.

Metra fully complies with Title VI of the Civil Rights Act of 1964 and related statutes, executive orders, and regulations in all programs and activities.

Title VI FAQs

Title VI of the Civil Rights Act of 1964 is the Federal law that protects individuals from discrimination on the basis of their race, color, or national origin in programs that receive Federal financial assistance.

 

Complaints may be filed by any individual or group who believes that:

  • Their rights under Title VI have been violated in a discriminatory manner.
  • The programs or activities do not comply with Federal civil rights laws.
  • They have been treated in a disparate manner.

Any person who believes he or she has been subject to discrimination under Title VI on the basis of race, color or national origin may file a Title VI complaint with Metra within 180 days from the date of the alleged discrimination. Metra reserves the right to reject complaints that are not timely filed.

In cases where the complainant is unable or incapable of providing a written statement, but wishes Metra to investigate alleged discrimination, a verbal complaint of discrimination may be made to Metra. A complaint must, however, be signed by the complainant or his/her representative in order for Metra to proceed with an investigation.
